Aweber stores information of people who have unsubscribed from your list which you can located at “Unsubscribed” link. So the unsubscribed members count into your monthly allocated subscribers count.

For example, if your account has 13,000 subscribers 4000 might be already unsubscribe; and you are paying for 13,000 leads instead of 9000 which ultimately results in $10 extra burden for you. So what you need to do is manually delete all the unsubscribed leads from yuour Aweber account.
